Exact dates of issue of 1990's issues are sometimes difficult to ascertain. Issue dates shown below are from Scott & Michel to 1997, and the dates of issue for 1998 & 1999 are official dates as supplied by Iraq Telecomms. & Posts Stamp Section. Later dates shown are as given by Baghdad stamp dealers who were 'on the spot' when the stamps hit the PO counters. Beware forgeries of overprints which were used on mail during this period. At least one expert forger in Baghdad was at work during these years, but even surcharges just typed on to the stamps with a typewriter are known to have passed through the mails!

Please note that many issues were of poor print quality and/or badly centered. When ordering, you will be sent the best available from stock. Some issues, especially miniature sheets, have distinct colour differences and some are printed with uneven borders e.g. off center. Stamps and miniature sheets will not be exchanged on the grounds of poor print quality, colour variation, poor centering, or any other production faults. There are known forgeries of some issues and this will be noted in the list.
Known forgeries will be sold as forgeries and will have the word "forgery" written in ink on the gum side. All items were bought from reputable Iraqi dealers with whom I traded for many years and who advised me about forged and bogus stamps and covers.

FIFA ITALIA Miniature Sheet Released in Error & Withdrawn
Before the outbreak of the first 'Gulf War'in 1990 Iraq had ordered the printing of a set of stamps and a miniature sheet to commemorate the FIFA Italia Soccer Championship to be printed by The National Postal Organisation of Egypt.The stamps and miniature sheets were to have been issued on 1st July 1990. The stamps & sheets were delivered to Baghdad but the stamps were found to be of such poor quality that they were returned to Egypt.The miniature sheets, similar to Egypt SG MS1762, being of acceptable quality, were retained by the Iraqi Postal Authority. I have a copy of circular 4-1990 issued by The Republic of Iraq Ministry of transport & Communications State Enterprise for Telecommunications & Posts Stamp Section which gives details of the proposed issue and which shows that 200,000 sets of stamps, each comprised of 4 stamps with values of 50f, 100f, 150f, and 250f, and 20,000 miniature sheets each with a value of 500fils, were to be issued. There is an alternative story that only the sheets were delivered to Jordan prior to the war, and sent to Baghdad after the conclusion of the war. Whichever story is true during March 1997 2,000 miniature sheets were mistakenly put on sale in some Post Offices in Baghdad but were withdrawn immediately the mistake was discovered. There are varying accounts of how many of these sheets were sold. One report I have seen says that between 100 and 200 were sold & the remainder destroyed. I have also read that there were suggestions to overprint the remaining sheets for the 1998 World Cup. SG simply state in their 2005 Part 19 catalogue that "A miniature sheet was prepared for the 1990 World Cup Football Championship. This miniature sheet was not put on sale at the time but a number are believed to have been sold during March 1997". Whatever happened will be detailed here when the truth is known

Dome of the Rock Overprints
During 1991-1993 a series of 19 overprints & surcharges were issued on SG1291 (ScottrA23) the 1977 5Fils Dome of the Rock issue. Details of of the overprints are shown in SG Part 19, Scott, and Michel Near East 2004 catalogue. Scott and Michel show these overprints as being issued on Feb. 5th 1994, but they were in fact released on various dates between 1992 and 1996. There are some errors and omissions in the catalogues. Prices and images of all overprints will be detailed on a separate page which is being compiled.

The 25 Dinar value was printed in the same sheet as the 100 Dinar value of 54th Anniversary of Baath Party [see below]. Some sheets had the first 3 columns printed as 25D Al-Almira & the remaining 4 colums as 100D Baath Party, other sheets had the first 4 columns as 25D Al-Almira & the last 3 columns as 100D Baath Party. A few sheets were sold intact so it is possible to obtain se-tenant singles & blocks, [Picture of se-tenant stamps], but once the mistake was noticed in the Post Offices the remaining sheets were split and the stamps sold separately. Due to the perforation machine being incorrectly set up the stamps on the bottom rows of the sheets are 1 perf narrower than the stamps in the other rows. These varieties occur in several other printings from around this time, either from the bottom rows of sheets of horizontal format stamps or the last columns of sheets of vertical format stamps.	sold out

During 2002 all the release dates of stamps were delayed but cancellations for FDC's show the intended issue dates. FDC's were not issued by the Iraqi Postal Authority but cancellations were available for FDC's designed & produced by dealers! The following list of 2002 issues gives both dates.

To celebrate the freeing of Iraq from Saddam's regime a privately produced illustrated FDC with a cancellation date of 9th April became available. The picture shows the toppling of Saddam's statue in Baghdad on the cover which also has a 250 fils Saddam stamp affixed upside-down and 'cancelled' with a circular date stamp with date in Arabic and English, and text "Iraq Freedom" [enlarged picture]

IRAQ 2007-2008 Cairo printings

In 2007/2008 several Iraqi issues were originally printed in Cairo but the Iraqi Postal Authority decided that the quality was unsuitable and ordered them to be destroyed by burning. Amazingly some survived the flames and found their way on to the philatelic market, and some even smell of kerosene thus authenticating the claim that they were literally plucked from the flames. Stamps and miniature sheets printed in Cairo are on gummed paper and in roulletted sheets. Even the miniature sheets have roulletted edges. Items printed in Cairo and condemned and 'destroyed' in Baghdad which I have found so far are:
1] Iraqi Medicinal Plants. All 3 stamps.
2] Popular Industries. All 3 stamps
3] Iraqi Folklore. Miniature sheet only
4] Iraq Birds issue. So far I have found the 250D and 500D stamps only
5] Iraqi Theatre Artistes. 250D stamp only.
6] 'Baghdad' miniature sheet. Unknown issue [pic]
I have also a small number of the 250D from the Birds issue with multiple horizontal normal perforations which also escaped torching.
The above items will soon be offered for sale but are available in very small numbers.

January 29th 2004 saw the release of first post Saddam stamp issues which show Iraqi methods of transport through the ages. [Picture]

Pictures of ungummed imperforate proofs of this set and also from the unissued "Handicrafts" set, and imperf. ungummed stamps from either colour trials or from the setting up of print runs are shown in the following pictures. These items are obviously strictly limited and only twelve proof sets are thought to exist. Prices will be given subject to availability.

The following are imperfs from either colour trials or setting up of print runs.

Pairs and blocks of the 100 Dinar stamp are available with only partial perforations. These are from the first two columns of the sheets which were officially cut from the sheets after the perforation process failed to separate the first two columns. One stamp with margin and entirely imperf. and the second stamp is partially perforated.

Collectors should also be aware that overprints on stamps supposedly issued since the official end of hostilities in Iraq in 2003 and sometimes to be found on mail from Iraq are bogus.
